PREP - Prineville Renewable Energy Project

PREP Project

The proposed Prineville Renewable Energy Project (PREP) is a 42-megawatt (gross capacity) woody biomass co-generation power plant designed to produce renewable, carbon-neutral baseload power for the region.

This project represents a strategic opportunity for the City of Prineville  to proactively reduce the risk of catastrophic wildfires, revitalize natural resource-based jobs, and strengthen the local economy. PREP aims to diversify the region’s energy portfolio, lower carbon emissions, and provide long-term, sustainable benefits to the community.

The proposed PREP will be fueled by sustainably sourced biomass, including western juniper residuals, forest treatment byproducts, timber harvest leftovers, and forest product manufacturing waste. The fuel supply is anchored by private sources and is designed to support forest health and economic opportunity across the Ochoco Mountains and surrounding region as the market continues to grow and mature.

PREP project has been under active consideration since 2019. During that time, the City has conducted in-depth reviews of engineering reports, evaluated advanced bioenergy technologies, and engaged in discussions with industry experts and potential partners. The planning process has also included coordination with state and federal agencies, site evaluations, and preliminary environmental assessments to ensure the project aligns with long-term goals for renewable energy, wildfire mitigation, and economic development.
